Without conditional on the airline
US JIM advises their students where they can buy the most favorable airline but do not condition where the students will buy it.

The program fee includes PREMIUM health insurance, giving you peace of mind and helping ensure that you won’t face any unexpected additional costs if you need medical care during your stay in the United States.
